Under Windows I use the freeware application KeyTweak to remap any key. For example you can remap Caps Lock to left Ctrl.

and why does the 82 keyboard even have a Caps Lock key ?

Check out the Happy Hacker Lite (HHL2) keyboard layout for a different key layout. I've ordered a Toxic 82 key and will remap it like my HHL2 keyboard when it arrives in Australia.
